Tiflis’in duvarlarında Rusya’ya nefret, AB’ye ilan-ı aşk var.

2012’de Rusya’da uygulamaya giren “Foreign Agents Law” yani yabancı ajanlar yasası, Gürcistan’ta da Ağustos ayı itibariyle başka ülkelerin finansmanı, etkisi ile siyasi iş yapan sivil toplum kuruluşu, medya üzerinde yasal düzenlemeler getiriyor.

Batılı ülkelerin, özellikle AB ve ABD’nin bu coğrafyada (ve diğer pek çok yerde) fon sağlayarak hükümetin desteğini alamayan sivil toplum kuruluşlarını desteklediği bir sır değil. Çoğu zaman bu örgütler de aldıkları parayı açıklıyorlar ancak Rusya ve diğer devletler bu durumdan rahatsız ve egemenlik haklarına bir saldırı olarak görüyorlar…

ABD, AB Gürcistan’da bu düzenlemeyi çok eleştirdi ama Gürcü hükümeti Cumhurbaşkanının vetosuna rağmen yasayı geçirdi.

Geçtiğimiz Mayıs ayında, Gürcüler de bu yasaya karşı sokaklara dökülmüştü. Şehrin her tarafında aşağıdakine benzer duvar yazıları hala bu eylemlerden kalmış durumda:

Gürcistan AB aday ülkesi konumunda ve meclisteki tüm siyasi partiler ülkenin AB adaylığını destekliyor; hatta Anayasalarının 78. Maddesi ülkenin AB ve NATO’ya girmek için hükümetin “mümkün olan her şeyi yapmakla yükümlü olduğunu” yazıyor. 😏😈

Saçma tabii ama bu coğrafyanın özel durumunu düşünerek anlam aramak işe yarayabilir.

Rusya Gürcistan’a 2019’da savaş ilan etti ve Güney Osetya bölgesini işgal etti.

E yanıbaşlarında Ukrayna örneği de var. Tepede bir Rusya, etrafını saran AB-NATO-ABD zincirini kırmak için elinden geleni (yeri gelirse tankla tüfekle, katliamla) yapıyor…

Gürcüler de NATO, AB kapısında kurtuluşu arıyor…

Bizde de iki yüzyıla yakın süredir devam eden Batılı mıyız, Doğulu mu tartışması burada tüm canlılığıyla devam ediyor. Gürcülerin cevabı açık:

Batı nerede başlar, nerede biter… Bosna, Kosova, Türkiye batılı sayılmazken İsrail, Avustralya batılı mıdır? Müslüman olduğun anda Batılı olma ihtimalin sıfırlanır mı? Böyle bakınca Gürcülerin kendilerini Batılı sayması supranasyonel (uluslarüstü) kurumların doğal parçası olarak görüyor olmasını anlıyorum.

Ama çifte standardı bol, insan hakları, demokrasi gibi kavramları stratejik olarak kullanan bir Batı gerçekten pragmatik olarak bile kullanışlı mıdır? Ukrayna’daki katliama karşı ne yapabildi? Hiç.

Tbilisi: We Are Europeans, Believe It or Not

On the walls of Tbilisi, there’s hatred for Russia and the confessions of love for the EU.

A similar law of the “Foreign Agents Law,” which came into effect in Russia in 2012, is bringing new regulations in Georgia as of August 2024, targeting NGOs and media funded/ influenced by foreign states. It’s no secret that Western countries, particularly the EU and the US, support NGOs that cannot gain government support in this region (and many other places) by providing funding.

Often, these organizations disclose the money they receive, but Russia and other states are uncomfortable with this and view it as an attack on their sovereignty…

The US and the EU heavily criticized this regulation in Georgia, but despite the President’s veto, the Georgian government passed the law.

Last May, Georgians took to the streets to protest against this law. Graffiti like the one below, remnants of those protests, can still be seen all over the city:

Georgia is a candidate country for the EU, and all political parties in the parliament support the country’s EU candidacy; in fact, Article 78 of their Constitution states that the government is “obliged to do everything possible” to join the EU and NATO. 😏😈

It may seem absurd, but considering the special “situation” of this region, one may understand the rationale.

Russia declared war on Georgia in 2019 and occupied the South Ossetia region.

And there’s the example of Ukraine right next door. Russia, at the top, is doing everything it can (including using tanks, guns, and committing massacres) to break the chain of the EU-NATO-US surrounding it…

Georgians are looking for salvation at the gates of NATO and the EU…

The debate over whether “we are Western” or “Eastern,” which has been ongoing in Türkiye for nearly two centuries, continues here too with all its vibrancy.

The Georgians’ answer is clear:
Tbilisi is the new center of Europe. ☺️

Where does the West begin and end…

Bosnia, Kosovo, and Turkiye are not considered Western, but are Israel and Australia Western?

Does having a Muslim majority population completely rule out the possibility of being considered Western? From this perspective, I understand why Georgians see themselves as naturally part of supranational institutions.

But is a West, which uses concepts like human rights and democracy strategically and is full of double standards, really pragmatically useful?

What could it do against the massacre in Ukraine? Nothing.
